A new Human Rights attorney has been elected

Jose Apolonio Tobar has been elected as Human Rights Attorney of El Salvador. 57 congresspeople voted for the proposal of ARENA, FMLN and PDC, even when president Bukele asked them not to.

The method used for his candidacy has been questioned. He also faces accusations of crimes such as ideological falsehood, prevarication, influence peddling and arbitrary acts.

Once elected, Tobar said his presumption of innocence must be respected.

In this regard, the deputy of the FMLN fraction, Jorge Shafick Handal, said that the Attorney General’s Office (FGR) reported that the proceedings had either been declared inadmissible, or he had been acquitted. “The FMLN did its job of investigating,” said the parliamentarian.

In the fraction of ARENA the vote was divided. The deputies Milena Mayorga and Felisa Cristales affirmed in the plenary that they would not support the election, considering that there were better profiles. Mayorga called it the “worst profile for human rights attorney.” Positions criticized by his benchmate Deputy Ricardo Velásquez Parker.

To this position was added the nonpartisan deputy, Leonardo Bonilla, who said that “everything that has been given demonstrates that the election of attorney is a distribution of quotas”, referring to the decision to propose Tobar Serrano in the plenary was taken only by some political parties.

The deputy Juan José Martel of Democratic Change (CD), said that “there was no serious debate within the Political Commission or statement of reasons on what are the reasons why each parliamentary group arrived at the conclusion that this person (Tobar) would be the one who would be proposed to the plenary ”.

The legislative section of GANA noted that they were not taken into account for discussion or decision. “The possibility remains open for those who do not feel well with the election to turn to the Constitutional Chamber to put order in this matter,” said Guillermo Gallegos, parliamentarian of the ruling party.

Former Human Rights Attorney David Morales tweetted:

The Human Rights Attorney has already been negotiated. Now we must monitor and demand that one of the currencies of exchange is not a new amnesty for human rights violators during the war.
