Press Release from the Sister Cities Electoral Observation Delegation

San Salvador, January 20, 2009

 

The observation delegation of Sister Cities in coordination with the Initiative for Social Democracy (ISD) observed in the municipalities of Chalatenango and Sacacoyo.

On this inauguration day of President Barack Obama we are making a special recognition of the people of El Salvador that showed up in mass to exercise their right to elect their officials.

In Particular, we would like to thank The Municipal Electoral Board (JEM), The Departmental Electoral Board (JED) and the Vote Receiving Board (JRV), The National Police, for the support and attention that they paid to our delegation.

In general terms it appeared that the elections went well and we assessed them positively observing a tranquil environment and harmony between the members of the JRV.  Nevertheless we want to be clear that there were many anomalies that could have affected the outcome of the elections, some of which are:

  • a) The ink applied to the thumb that indicates someone has voted in many cases  was not indelible.

  • b) In Sacacoyo, people from the community Los Proceres that geographically belong to Ciudad Arce voted in Sacacoyo.

  • c) The JRV showed deficiency in carrying out their role and inadequate knowledge of the procedures which led to different policies between Vote Receiving Boards such as stamping the wrong form first or putting in two ballots in the ballot box which  occurred in the JRV Number 05328 or members of the JRV 05318 that didn’t vote before 7:00 in the morning(as mandated to do).  In general we are able to say that the JRV had little training or instruction in order to perform effectively.

  • d) When the votes were counted, there was no synchronization between the number of ballots cast and the number of voters who visited the Vote Receiving Board to vote.  The ballots were  not correctly displayed to all the members of the the Vote Receiving Boards.

  • e) At the voting centers in Chalatenango and Sacacoyo, we were able to observe that the lighting was deficient while votes were being counted and people were forced to count the votes by flashlight.
  • f) We were able to observe subtle forms of electoral propaganda in the voting centers like the use of ARENA or PCN water containers.

  • g) We witnessed political parties using vehicles, marked with party signs, to transport voters and believe this is an act of electoral propaganda. 

  • h) We were able to hear a variety of citizen denouncements in person and through reports that because of their quantity, calls our attention and worries us in relation to voters from other countries, people with fake identification cards, and the buying of votes. In particular this concerns us because there are no institutional mechanisms that exist to channel and resolve these denouncements in a manner that guarantees tranquility and certainty in what is really happening.

 

 

We are proud of the United States Electoral System and we hope that Supreme Electoral Tribunal is able to introduce the necessary corrections taking into account the anomalies that would signal improvement in the March 15 elections so that the citizenry are able to elect their next president in conditions of increased transparency.  This report will be presented to the Supreme Electoral Tribunal and we will give a copy to our Representatives in Congress and the Presidential Administration of Barack Obama, specifically the State Department.

Boletin de Prensa de la Misión de Observación Electoral de Ciudades Hermanas-ISD

 

La misión de observación de Ciudades Hermanas en coordinación con la Iniciativa Social para la Democracia, observo los municipios de Chalatnenage y Sacacoyo.

En este día de toma de posesión del Presidente Electo en Estados unidos Barack Obama, hacemos un RECONOCIMIENTO ESPECIAL a la población salvadoreña que acudió masivamente a ejercer su derecho de elegir a sus funcionarios.

Agradecemos en particular a los miembros de las JEM, las JED, las JRV y la Policía Nacional Civil por el apoyo y atneción brindada a nuestra misión.

En términos generales nos pareció bien el desarrollo de las elecciones, y la calificamos d emanera positiva, ya que observando un ambiente de bastante tranquilidad y armonía entre los miembros de las Juntas Receptoras de Votos.  Sin embargo, queremos dejar constancia que hubieron muchas anomolías que pueden afectar el buen desarrollo de las elecciones, entre las cuales señalamos:

a)      La tinta luego de que se aplicaba, no quedaba claramente la evidencia que había sido manchado.

b)      En Sacacoyo, algunas personas del acentamiento de Los Proceres, que geográficamente perteneecen a Ciudad Arce, votan en Sacacoyo.

c)      Las JRV mostraron deficiencias en el desempeño de su papel y en el conocimiento adecuado de los procedimientos, lo cual genera que las JRV utilizaran formas diferentes, tales como sellar con “voto” en padrón de búsqueda o en padrón de mesa; o la entrega de más de dos papeletas como ocurrió en la JRV No. 05328, o miembros de JRV que no votaron antes de las 7 de la mañana como en el caso e la JRV No. 05318.  En general podemos decir que las JRV tenían poca capacitación o instrucción para un efectivo desempeño.

d)      Al momento del conteo, no en toos los casos comprobaron que el número de las papeletas correspondía con el de la JRV y no siempre se mostro la papelata a toda los miembros de la JRV para

e)      Los centros de votación en Chalatenango y Sacacoyo, pudimos observar que la iluminación eléctrica era deficiente en el momento del escrutinio, lo cual obligo a utilizar lámparas de mano.

f)        Pudimos obervar formas sutiles de hacer propoganda electoral en los centros de votación, como el uso de distintivos de AREnA y de PCN en los envoltorios de agua.

g)      Creemos también que el uso de distintivos partidarios en el Transporte de votantes, es un acto propoganda electoral.

h)      Pudimos escuchar denuncias ciudadanas a través de medios de comunicación, que por su cantidada nos llaman la atención y nos preocupan ya que muchas de ellas estaban relacionadas con personas votantes de otros países, con DUI falsos y compra de votos.  En particular nos preocupa que no existan mecanismos instiucionales para canalizar y resolver estas denuncias, de manera de garantizar tranquilidad y certeza de lo que en realidad sucede.

Somos orgullosos del sistema electoral de Estados Unidos y esperamos que en El Salvador se puedan introducir las correcciones necesarias tomando en cuenta las anomalías  señaladas a efecto de superar las mismas, para que en las elecciones del 15 de marzo la ciudadanía pueda acudir a elegir a su próximo presidente en condiciones de mayor transparencia.  El Informe que estamos elaborando será presentado al TSE y entregaremos copia a los congresistas estadounidense que nos representan y a la administración del Presidente Barack obama específicamente al Departamento de Estado.
